Is it true that in Scandinavian countries all EU citizens receive money for doing a Ph.D?

I've heard that in Scandinavian countries all EU students are paid a monthly amount of money (around 800 euros) just for studying for a Ph.D. Is that true? If so, you simply have to be admitted for a Ph.D and you automatically are entitled to that monthly grant? Without any application for a scholarship or anything like that? So no conditions at all? Thanks!
