I just made a 21 for the second time on the ACT I need a 33 or better, any tips so that could happen?

I have taken the ACT four times. My highest score is a 21 composite; individually, I made a 23 in English, 23 in Math twice, 21 in Reading, 20 in Science, and a 22 on the writing. I am asking is there anyway that I could get my desired score. I really want to go to college in New York on a Full paid scholarship, but my grades are okay not what I want. So I am asking do you guys know anyway to improve the score-I have ,like, 3 more times to take the test.
